Issues

Throughout my years on council, I have heard from thousands of you through email, phone call or your participation in the public hearing process. This has provided me with a solid understanding of not only where your concerns lie but where Council's focus needs to be.

 

While development pressures are one of the most pressing issues, I address those on my "Why Sam" page. Below are my thoughts on the other key issues affecting our community and County.

Protecting Agriculture

We constantly hear about the importance of protecting agricultural lands.  But what does this mean?  As Balzac East expands into a major industrial / commercial mecca, it removes some of our most valuable farmlands.  The advent of new technology proposals, some requiring locations on vast tracts of productive farmland, will potentially generate hundreds of millions in tax dollars.  So, how does the County balance such decisions with its commitment to “protect” agricultural lands?

Financial Sustainability

Rocky View County has Alberta's fifth largest assessment base, driven not only by commercial development in East Balzac but also because the average house price in Rocky View exceeds $1 million.  This high-value base has helped the County maintain lower tax rates; however, residents still contribute heavily to the County's strong financial position, often receiving limited services in return.

Public Safety

Most public safety issues fall under Provincial jurisdiction.  However, the County has a role to play.  As the City expands and more people move to the County, safety on our roads and in our own homes becomes an increasing concern.

For the past seven years, I have been a member of our local chapter of Rural Crime Watch, the Cochrane Foothills Protective Association, and am currently serving as its President.

Gravel

Since before I was first elected in 2017, I have been a steadfast advocate for the creation of an Aggregate Resource Plan (ARP).  When the previous council majority chose to shelve the initiative, I didn't back down.  I stayed the course because I believe residents deserve strong locational criteria along with clear enforceable rules around gravel pit approvals and operations.
